black chihuahua spotted

6/27 - around 5pm. Small black and brown male chihuahua spotted running in the PBurg dog park (no owner) without tags or collar. He slipped into the fenced area from the open field - but would not let me approach. In a few minutes he slipped back out the way he got in and ran off. I asked another person in the parking lot if they had seen the dog or his owner - he had not. Looks healthy - well cared for. I think I've seen this dog with his owner in the open field in front of the fenced area before, unleashed - playing with another small dog.
