The humane society will have you fill out a lost pet form. That form is used to id you, not to return your critter. You are then, in their distributed data base of owners who lost pets. And you are then identified to be prevented from getting another for 40 days. And they will not make contact with you if they find the animal, because of being busy (reporting bad owners to the data base). When I realized that the lost pet form served only to label me, and did nothing to get my cat back I felt some entrapment and regret. I am handicapped, need to give love to a pet and have their companionship. I have gone twice to look for kitty, cause even if found, they won't be calling me. And 2 cats are also not unusual for one owner to have and they have company, so the entire sad mess has me missing my love, and wondering who needs to be defunded.
