Work Schedule: Typical schedule is Monday – Friday with occasional evenings, weekends and holidays. NATURE OF WORK As a member of the Parks, Recreation & Culture Division, the Water Conservation Technician works interdepartmentally to offer expertise to a wide variety of projects, engaging and educating residents, businesses, and property managers about water conservation and best practices in landscaping, irrigation, and indoor water use. You are encouraged to be a systems-thinker, work independently, exercising judgment and initiative and must possess a high level of communication and customer service skills. Operates at a high level with minimal supervision to complete tasks and has obtained additional education and professional applicable certification(s) in addition to experience. The incumbent will also manage the Town’s outreach program for homeowners related to auditing and recommendations of their irrigation system. The Technician position performs a variety of unskilled, semi-skilled, and skilled laboring tasks in support of the goals and targets set forth in water efficiency and sustainability. This position requires advanced proficiency in all areas of turf, irrigation, technologies, low water-use landscape, residential and commercial horticulture maintenance. The individual must be able to work independently and exercises judgement and initiative with minimal supervision. Position also performs event support services and snow and ice control/removal duties for Town streets, buildings, parking lots, trails and parks ESSENTIAL JOB FUNCTIONS The individual in the Water Conservation Technician role is assigned specific assignments, job duties, scope, authority, responsibility, roles and requirements as determined by the Town, department, division, and pursuant to laws, regulation and practices. Individuals in this position must be able to successfully perform, be responsible for and/or assist in the fulfillment of many job functions and duties with or without reasonable accommodations. The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive: Work is completed in a manner that is reflective of the Town service standards for the beautification, maintenance and safety of park operations and usage. Schedule and perform Municipal Park Managed Lands, residential / commercial audits of outdoor water use. Share the results of the audit and make recommendations on best practices. Partners with the Parks Division, specifically the Parks Technicians on irrigation system evaluations and programming at their various park sites. Responsible for detailed inspections and compiles historical data on system design, water usage, precipitation rates, controller and controller schedules, valves, heads, and other relevant information. Analyzes blueprints, troubleshoots, diagnoses and develops project requirements to repair existing irrigation systems Reviews and analyzes alternative measures to develop and recommend specific water conservation and efficiency programs intended to reduce customer water demands. Collects and analyzes data and technical information related to water usage, water audits, and program effectiveness. Prepares technical and other educational information, plans and organizes public meetings, and delivers presentations. Maintains success of the water conservation program. Develops, recommends, plans, and facilitates the implementation of programs for water conservation and efficiency efforts addressing both indoor and outdoor uses in all customer categories. Provides technical support and project management for landscaping retrofit projects undertaken by the Town. Manages and/ or monitors water use and controller operation at Town properties where water conservation devices have been installed. Develops, as necessary, as-built plans to show location of and equipment type of rebuilt or retrofitted area and/or systems. Participates in projects working with outside contractors, including negotiation of outside bids involving large or specialty projects. Inspects contractors work, reviews submittals and compiles test results pertaining to irrigation installation and equipment to ensure quality of work Researches, sources and recommends key supply and equipment purchases Assists, as necessary, with installation of new irrigation systems, while applying and meeting best management practices. Inspects systems to determine distribution uniformity, nature of breaks and adjustments as necessary, to meet manufacturers recommended installation and maintenance requirements. Assists, performs, and/or directs a variety of water conservation activities which include water efficiency rebates, programs, new technology research, data aggregation and reporting and communications. Tests and collects data on sprinkler system and outdoor water fixtures to help identify ways to conserve water. Develops and supports the dissemination of information through various means such as meetings, written materials, educational programs, and other outreach and promotional processes to communicate overall goals of all Town Sustainability programs and rebates. Actively promotes a culture of safety by observing and following all Town and Department safety procedures, regulations and policies and assists in ensuring others do so in order to promote a safe work environment and prevent injuries and illnesses Completes and submits daily work reports, work orders, vehicle and equipment repair orders, and payroll timesheets in an accurate and timely manner. EDUCATION, EXPERIENCE AND FORMAL TRAINING High school diploma or equivalent is required At least three (3) years of progressively increasing responsibility in landscape irrigation and at least two (2) years of experience in the public sector or commercial landscape maintenance industry is preferred. Minimum of 1 years’ water conservation program experience Expertise with large-scale commercial irrigation systems including system diagnostics and system layout, pipe and fittings, control valves & wiring, controller wiring and programming, testing, and adjusting is required. Experience with pumps/pumping station for irrigation, water mains, or other similar systems is required Previous experience with internet-based irrigation controls and/or central controls, Evapotranspiration (ET) controls; knowledge of two wire controller systems is required Previous experience with non-potable irrigation systems is preferred Equivalent combination of education and experience LICENSES OR CERTIFICATES: Backflow certification and CIT or CLIA certification required or ability to obtain within one (1) year CPR/1st Aid certification within three (3) months of employment ***** FOR FULL JOB DESCRIPTION AND TO APPLY PLEASE VISIT: www.windsorgov.com/jobs *****
