Now the gang baggers and drug dealers, etc have free reign to drive with expired plates, headlight/tail light out etc. But the one thing you missed was police, in any are left, have to record their request to search the car. If the driver says no, he's scott free even if a gun, knife and God knows what else is in plain site. This edict may balance the supposed racial imbalance in stops but watch the body count of innocent people rise.
