The City's housing rehabilitation and repair programs intend to assist income-qualified homeowners in maintaining their existing housing, encourage green building principles in housing revitalization, and support residents in remaining in their neighborhoods. The Community Assistance Office, within the Community Services division, administers these programs.
Based on audit results, the Community Assistance Office can better document how the repairs included in Green Housing Rehabilitation projects align with the program's guidelines.
Procurement processes can be improved, including recruitment of potential contractors, the solicitation method for low-dollar repairs, and review of change order requests to avoid duplication of work that is within the original project scope.
As well, additional communication may improve City residents' awareness of the Emergency Repair program's availability.
The department agreed with the audit recommendations and provided its plan of action to accomplish improvements.
