Found - elder female small dog

This elder pup was taking a leisurely stroll in the middle of route 88 outside of Jefferson, during the home bound commute traffic. She looked tired, overheated, a little out of it, and very frightened. A lot of folks stopped to help her, slow traffic and prevent her from being hit. She appears well and perked up after getting hydrated and rested. She has a collar, but no tags. I'm looking for her person/people.
