Help! Nanny wants a puppy

My mother lost her fur baby back in March from old age. She is ready for another small dog like a Shih tzu or Apso mix. No chihuahuas. Must be a puppy or very young adult. She has a very limited budget (think free because she is a nice lady) to spend since she will be taking animal back to Arizona with her and will be taking animal to vet and groomer at home. Please help me out in getting my mom this small request
