SANTA CRUZ, CA — The Santa Cruz Police Department is asking for the public's help in identifying a man who allegedly upskirted women shopping on the municipal wharf, police said. The incidents occurred around 3 p.m. Sunday while two women were shopping. The man dropped keys near the women, then reached down with a concealed camera in his hand to take a photo under their skirts, police said.
