Three dogs found there was four but they only brought in three

I don't have all the information somebody on Facebook saw for dogs they were only able to grab three. They are assuming because they're skinny they're abused and abandoned I do not believe in this Theory. Just because animals are found skinny does not mean that they are not loved so I am looking to try and find the legitimate owner
