Need help with 2 stroke motorized bicycle

I have a 2 stroke motorized bicycle and the engine won't turn over. Hard to find any local assistance with it. It seems like an adjustment needs to be made to the inner clutch spring, it slows down with resistance when I release the clutch but no engine turnover. It worked perfectly fine before that. I'd like it to be tuned if possible.
