Witnesses needed for marriage ceremony

My fiancé and I are from out of state we are eloping. We need 2 witnesses with state id or passports no age minimum. June 15 Tuesday at 1pm for our ceremony. We will arrive at 11am to pick up our license in the same building. Lunch on us. Thank you.
