GLEN BURNIE, MD — A 54-year-old Baltimore man was killed Saturday at an MDOT Transportation State Highway Administration construction site. Michael T. Spencer, Sr. was driving an MDOT SHA truck and had gotten out of his parked vehicle when he was pinned against the trailer of his truck by a concrete barrier that an excavator had moved from the shoulder of the highway onto the truck's trailer.
Spencer, Sr., was taken to the University of Maryland Baltimore Washington Medical Center where he was pronounced dead, according to Maryland State Police. The incident occurred on northbound MD-10, Arundel Expressway, at MD-648, Baltimore Annapolis Boulevard.
The operator of the excavator, identified as Sherman M. Offer, 53, of Upper Marlboro, also was transported to the hospital with non-life-threatening injuries, the Maryland State Police reported.
Maryland Occupational Safety and Health investigators, who were notified by the Anne Arundel County Police Department, will conduct an investigation into the cause of the incident along with Maryland State Police.
