Lost Dog Sighting 6/13 9:30am- Black Shih Tzu?

Sunday, June 13 at 9:30am I was just biking on the Greenway past Cedar Avenue near Pioneers & Soldiers Memorial Cemetery--and a little black dog went running across the bike path and under a bridge. I stayed with it, but he/she was very barky and afraid--would not come close enough for me to see its tags. After maybe 5-10 minutes, the pup ran up under the bridge into the greenery and behind Capouch Iron Works. I could not follow. Blue collar, red circle tag, green tag. All black with a white chin, medium shaggy hair, floppy ears. Sorry I don't know the breed! Shih tzu?
