This person is either looking to scam people or they are flipping pets or possibly breeding/selling them... This person DOES NOT work as a CEO for the local ASPCA Shelter... I know this because there is ONLY 1 Shelter and I am involved with them and have been for MANY years! Do not fall for this please!!!
