Found Parakeet Oakland Zoo area

Hi there! I found this guy buy the oakland zoo area today. He is quite tame but still nibbles at me, I'm assuming this because of the stress of being outside. He is able to fly. I'm having a hard time finding the owner, if anyone can help that would be great!
