need help with flouresent light

have older light that burned out,got new buld,no light. pulled starter,got 1 at ace,no light - but they only had a fs-4b not a fs4 ordered one from grainger they sent a fs-4c - no light... lol so,i ask : does it make a difference ? (apparently so...) do you know where i can get one FS-4 ? other ideas ?
