Anyone able to Foster a terrified kitty?

I have a male neutered kitty. He was brought back to me due to the owners moving. He is scared and terrified beyond reason. He will be 1 year old on 6/28/21. He comes with everything. I am unable to foster or adopt because I have two kitties and a puppers and very loud boys. Please if you are experienced help this boy.Thank you. :)
