ISO computer for low income writer and musician

Hiya, I'm wondering if there are any resources or groups who help low income/neuro-divergent people find computers. My friend is trying to get his freelance/editing services off the ground so that he can stay in his current situation. His current laptop is on it's last leg and his efforts would go a lot further with better equipment. Any help, advice, resources, or networking would be greatly appreciated! Oh and if you know of anyone who needs a good eye to go over their work my friend is *chef's kiss* just so incredibly gifted and is in love with the craft of screenplays and storytelling.
