Where can I go for guidance if trying to start a blockchain project?

I am trying to decentralize an industry that's extremely unfair to it's suppliers AND it's consumers using blockchain and smart contract technology. Can anyone tell me where I would go for a little guidance and maybe a few tips of where to start. I don't need to make a coin. I just need to create a smart contract on an existing blockchain, a dapp that can connect to a wallet, website, marketing,yadda, yadda, yadda...I might need a team here. Where do I start?
