Fiberglass inground pool repair and install

I'm looking for swimming pool assistance...specifically someone familiar with fiberglass pools and repair work. Long story short - it's been 7 years now that I've been working on re-installing an in-ground fiberglass pool. My ex did it correctly, but didn't finish so I hired a team from a pool company that re-installed it incorrectly six years ago and this was not discovered until last year. It took this long because it took me two years to find someone to build a retaining wall (first two folks never showed up). Finally got it built, but it fell over that winter and needed to be rebuilt. That was done last year (did it myself). We back-filled the pool, and had the electric run so that we could test the pump and open the pool. Discovered a leak at the head of the in-floor cleaning system (pipes froze from not being winterized correctly). My pool company who claim to be 'fiberglass' certified, can't do the repair and I can't talk to Viking/Latham directly because I'm not a dealer. The local pool company indicated that the pool was installed wrong and there's a leak near one of the heads - but it is superficial only and most likely covered by warranty. They won't come back to do any work because they don't have anyone qualified to do the work. I've reached out to every pool company in a 70 mile radius and nobody can service this pool. What I'm looking for is someone or a team to close off the in-floor cleaning system and run a return line so the pump can bypass the cleaning system which I don't really need to have. The cleaning system is also how the pool is heated - which I also don't need. So - just the pump, filter, etc. Pressure test. The routine. Is there anyone out there that can do this work? Am I crazy to think there's a possibility of getting help for this project? I've spent a lot of time and money to get it this far and can't see the point of now filling in a big hole.
