licensed electrician to swap out plug/ breaker & troubleshoot

Looking for a LICENSED Electrician (please don't respond if you aren't) to swap out a dryer outlet and possibly the breaker. It's an older single wide manufactured house and I need to make sure that the plug matches the wire that matches the right breaker amp. We already had the one for the stove/ oven not be the right one and had to change it so I need someone who is licensed and knows what they are doing. We also have a couple outlets/ switches doing some weird things and blowing bulbs so need someone who can do a quick troubleshoot and make sure nothing is wrong there (separate issue).
