Need Advice

Im here for advice.My neighbor "Tina" is throwing her garbage out of her window which is on the second story of the building.In the picture I added its not the very top window but the one below it.I was sitting in the garage one day having a beer and a garbage bag comes flying down 4 feet from me.I didnt know who did it because I didnt see.Week later my girlfriend is walking to the car and "Tina" has a coffee table out the window and says " bombs away" and chucks it out of the window.She even smiled at my girlfriend and thought she was cute.Shes about 50 yrs old.Didnt tell the landlord or report it but Im worried somebody is going to get hurt.WHAT SHOULD I DO??
