Water Feature Cleaning and Turning On

Our water feature was cleaned out and drained in last fall and has been shut since then as we don't have use for it. Because of the rain and snow the water went in small area that fills with water since we don't use it and it is still water it has greened up. We need someone to get the water out of, wash and clean the rocks around for algae. It will dry after that. When we used to turn it on it worked right now it is not so need someone to troubleshoot and turn it on again may be the motor has got leaves around or a wire is not connected properly. First picture shows a foggy water when we put in an algae cleaner but the water doesn't run so it is not running. Last year before the snow it was working fine and everything was clean the second picture shows it. Someone with experience and right tools will be able to easily do this. 1 to 3 hours job for someone who knows what they are doing. We need to set it on timer after it is clean and ready to go to run for 1 hr in the afternoon and 1 hr in the morning everyday so it stays clean going forward.
