Cat cries from 6am until midnight

There is a cat that cries all day on my block. I think the people in the building stole its kitten. They keep that cat outside ALL DAY and it cries near the window where the kitten is. My building is next door and multiple residents have come up with a plan to kill the cat because it keeps us up all night crying. I have to choose to sleep in heat with the windows down or not sleep at all due to the cat constantly crying with windows up. I do not want any harm done to the cat, but I am at my wits end and cannot continue to not sleep. I have asked the owners to let the cat in and have spoken to them nicely but they refuse. I have made animal neglect reports to no avail. My last resort before people on my street harm it, is to ask someone to just come get it and give it a home. It is an adult gray cat. its actually pretty to me. My neighbors are giving me time to find a solution. PLEASE, someone just come get the cat. I am begging because I know how angry my neighbors are and instead of taking it out in the owners, I know they will hurt that cat. We have ALL called non emergency # for noise complaints but they laugh when we say its a crying cat. This is not a joke. Please see the pic I posted. The cat is inside the gate to the right - 321 E Price St. Just walk in the driveway and get it. Preferably in the evening so we can sleep through the night..... I really need an animal lover who is ready to covert rescue this cat, otherwise, idk what will happen.
