Level insulation in attic

Looking for someone to level blown in insulation and clear soffit vents in attic. It will require laying on a board over the rafters to get to the most narrow parts of attic. I'm thinking two hours or less. Pay is 45 dollars for first 2 hours whether we get it done in less time. 17 an hour after that if it takes longer.
