the homeless are catching peoples cats and putting them on leashes and keeping them as pets. there are at least 4 cats being kept as pets around the 91 fwy and harbor. these cats are often times get tied up to posts and left for half hour or hour at a time. if you are missing a cat it might be kept in captivity. the homeless use these pets to beg for money on the streets. this cat was alone and begging for help. and draging iits owners bag into the street.after almost one hour its drug addict owner showed up. poor cat. the starbucks says they do it all the time. the starbucks is like a day care for these homless peoples animals to get locked up and left there while they do god knows what
