We have a few aluminum frame double-hung windows in the office that are very hard to operate ("sticky") and barely move up or down. Easy fixes like greasing appear not to do the trick. This would be the regular push up/down design, and the problem may be with worn chains or other components. Some knowledge of how these windows work and can be fixed is probably needed for this gig.
