Level ground/stump & lay rock

I have a small area next to my deck (16x16) that is full of landscaping rock. I want to put a small pool there this summer but there is a stump in the middle of it and the ground is a bit uneven. This is something I thought I could do myself with a little help but now I’m feeling overwhelmed by it and am wondering if I have appropriate tools/time/etc. I’m looking for you to remove the stump (stump grinder questionable? Or you could you could dig a hole, cut it to ground level and cover it up, it seems very soft as it’s decomposing). Then I need the rocks moved, ground leveled, probably plastic laid down? and covered back up by rock, with a decent edging. Please provide estimate. Picture can be provided.
