Need help to find info on staff

I found this all metal staff at a goodwill in the west valley. it stand about 4'7”. it is clear that it once had some type of gems in the eyes and at the top. Also once had wiring that i assume made those gems glow. I'm curious who made it or where it comes from. Any help to find info is appreciated.
