Plumber to run a pipe for new heat zone

We have replaced all of our condensers and air handlers. We have added a new zone to a dual fuel system. Electric heat pump is the primary system and oil boiler is the secondary system. We need a plumber to add a fourth zone for our basement. You need to do the following: - Add a new zone to boiler for a hot water coil on top of a heat pump that will be part of addition - All equipment has already been changed out - You need to pump down the boiler, drain the boiler, refill it with water - We have a 60,000 BTU coil - You need to add Taco Zone valve - install 60 feet of pipe Let me know what you would charge for the job and whether you have a plumber license.
