You say you aren't doing anything wrong - but you are mistaken about that. Craigslist specifically prohibits both breeding and selling of pets. You are doing both so you should expect people to continue flagging you until you go try to sell your puppies somewhere it is allowed. Better yet, give them to a rescue who can screen adopters to make sure they go to good homes, give them a large donation to help pay for the vetting they will give the puppies first, and then get your dog fixed so this never happens again.
