Need help with my baofeng uv-9r Plus, PLEASE!

I have a baofeng uv-9r plus that I'm unable to receive anybody's signal but able to transmit just fine does anybody know the reason for this all the tones and everything like that that's turned off and I'm able to receive a signal from my other radio but not from other people I'm confused anyone know what's going on it's a handheld baofeng uv-9r Plus I actually have two of them brand new and they both act the same unable to receive anyone except myself on a different radio
