Can you build a small shed?

I need someone to build a small outdoor wooden shed to store a mobility scooter. Approximately 3'x 4'. I'd like the top to swing open on a hinge so we can keep it low - not taller than one of those blue trash cans. Could you build that? You can use salvaged wood or whatever you want. I just want it painted and water resistant. I can spend about $200 total. Can you do that? Thank you.
