HELP!

I haven't had water for 5 days and am being defrauded for renovation, yard clean up and more by this man hiding out in the second nursing home! Am placing a mechanics lien on the property but don't have enough for the notary! Plus my cat had 😸 and they can't be adopted for at least 2 weeks! Am unable to do anything until the first, can anyone help? Spent 1200 fixing the plumbing just over a month ago!
