Found Lost dogs

Hello CL, there are a couple of dogs (possibly 3) who keep either escaping their yard or they are lost? they keep running in between the other side of my backyard fence And new construction site along California Ave in marina.(at least 15 times already) I don’t want to call animal control because these dogs may belong to someone? If they are yours please keep them fenced in. I have 2 dogs that guard my house and keep barking every time the lost dogs come by! Also, I don’t want to call them in.. I’d like to give the owner the chance to “find” the dogs if they’re missing!
