FLAGGERS - What's your problem?

Why are some posts being left up and others that are rehoming puppies as well being flagged? Can you at least tell us what we are doing wrong? I ended up with 8 puppies while waiting to have my female dog spayed, there was a 5 month back log. I caught Covid and was sick for over 8 weeks. During that time, I was unable to watch my dogs and keep them separated. My teenage children were watching them, and the female came into heat. Now we are being responsible, interviewing applicants, asking that they answer a questionnaire, and that they bring the puppies back to us if they can't keep them for some reason. We are asking for a REASONABLE rehoming fee, which we plan to spay and neuter the pups we are keeping with. Why is it that you find it necessary to flag ever puppy rehoming listing? Puppies happen sometimes, even when you don't want them to. I regularly volunteer at a pet shelter and understand the overwhelming amount of pets that are dumped off there. This is why we are asking folks to return the pups if they can't keep them. We are doing all the things right, leave our posts up! Please stop flagging them!
