remove weeds from very small garden

Im looking for someone to remove weeds from my very small garden ( 8ft by 4ft) and put some dirt on top of that so it's ready for planting. Also I would to install a garden bed ( I have it ready and its easy to assemble) I would like to do it asap (today would be the best). Will pay $250 for it
