ABOUT THE DENVER REGIONAL COUNCIL OF GOVERNMENTS (DRCOG) Since 1955, the Denver Regional Council of Governments has been bringing local governments together for the benefit of our region. A nonprofit through which 59 leaders from ten counties collaborate to make life better. DRCOG establishes guidelines, sets policy and allocates funding in three key areas: regional growth and development, transportation and personal mobility, and aging and disability services. ABOUT THE POSITION OF Contract Specialist • This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Division. • Receives, reviews, validates, processes, prepares, reconciles and/or archives contractual documents, payments invoices, purchase orders, and/or other records for assigned functions; verifies approvals or prepares and submits documents for approval; issues receipts; posts financial data, and/or account information. • Creates, tracks and maintains subcontractor and vendor contracts; creates, posts and monitors Request for Proposal processes; works as a liaison with contracted legal firm and business insurance broker. • Assists internal and external customers by answering questions and providing information regarding billing, purchasing, payments, policies and/or procedures; researches information and responds to questions and information requests. • Prepares and distributes correspondence, forms, schedules, notices, vouchers, vendor related documents, and/or related reports. • Maintains records, scans data and retains documents according to records retention procedures. • Performs other duties of a similar nature and level as assigned. • Assisting with all aspects of contract management to include drafting, tracking, and processing of all agency contracts, low risk agreements, and other ancillary agreements; • Generating and distributing expiring contracts reports and follows up with project staff accordingly to ensure accuracy and timeliness of contract management, maintains contract database; • Assisting and advising staff on contractual and regulatory compliance matters; • Monitoring contract compliance and/or contract financial performance to verify contract terms, services to be provided, and payment schedules. Encumbers contract funds and reviews contract and/or payment process; • Works as a liaison between the organization and contracted legal firm on contractual language and other various compliance matters that require the direction of legal counsel; • Monitors all business insurance policies and performs insurance related administrative duties such as the filing of applications, claims submittals, tracking of vendor certificates of insurance, and fulfilling miscellaneous insurance requests; • Preparing, tracking and processing all RFP’s/Q’s/B’s. Serves as subject matter expert and answers staff inquiries related to the RFP/Q/B process, serves on RFP/QB review panel; • Checking suspension and debarment status on all contract vendors, monitors the spenddown of all contract purchase orders; • Standard practices, methods and materials of assigned work. • Basic principles and practices of accounting related to processing transactions and maintaining fiscal records. • Filing and record-keeping principles. • Business math concepts. • Uses and properties of supplies and equipment. • Applicable federal, state and local laws, codes, regulations (based on assignment). • Customer service principles. • Specialized equipment relevant to area of assignment. • Modern office technology. • Following directions and meeting standards. • Business math computations. • Maintaining and updating documentation. • Performing basic original research, compiling and assembling data. • Providing attention to detail in assignments. • Proofreading and error correction. • Organizing tasks, meeting deadlines and prioritizing competing demands. • Organizing and maintaining records and files. • Reconciling account balance or statement information. • Retrieving and maintaining records and information based on established records retention procedures. • Comprehending reference books and manuals. • Interpreting and applying applicable laws, codes, regulations and standards (based on assignment). • Providing customer service. • Utilizing a computer and relevant software applications. • Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction. Education and experience requirements: • Associate’s degree and three to five years of clerical, office support and accounting support experience. Contract experience preferred but not required. OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation. STATUS: Full-time, Non-exempt COMPENSATION AND BENEFITS The hiring salary range for this position is $4,033 - $4,519/month or $2,016.50 - $2,259.50/semi-monthly depending on qualifications.
