PLEASE HELP!!!

Hey guys! These two dogs have been locked up to these chains for over six months without shelter from the elements and never taken on walks. We left a note in the mailbox that this is illegal and they moved them to two small kennels in the backyard and have left them there for a month. They do not take them out or on walks ever. You can hear the dogs crying every night and barking for help all day. We have contacted Hernando animals control services and they have been there at least twice and approved of this kind of behavior. Since then we have alerted a few rescues, and the humane society of the United States rescue team. Is there anyone out there that knows of a farm or a good situation for these two dogs to be rehomed to? They’re at 418 Pryor St in Brooksville Florida. Perhaps someone could knock on their door or leave a nice letter with contact number that they can take them off their hands and offer a small rehoming fee? The people seem good just too busy to walk their dogs, play with them, or give them toys.
