Where is recycling?

Why can I not recycle in the city/town of Plattsburgh? I have been unable to find a place to take my recycling. Target's recycling bin is actually just for 5 cent bottles. Everything else is sent to the trash. I cannot have recycling at my building because I am in a tenancy with other tenants and the landlord abandoned the zero sort bin for lower costs. The road that leads to the Clinton County Landfill is far too steep for me to feel comfortable climbing it with my vehicle. I want to recycle. I don't have a lot. I generate maybe one large trash bag every month or so. I just want it to go and be reused. I am willing to pay to do it. I feel as a citizen of this nation and as a human on this planet it is wrong not to recycle. What can I do?
