Constructing library ladder shelves

I have a ton of books and it's time to do better than ikea. I would really like a bookshelf that's maybe ten to twelve feet wide and 7-8 feet tall. I definitely need a ladder that goes with the shelving. I have some thoughts about style (my home is full of MCM furniture and I really love rich wood tones & texture) but I am pretty flexible around what it will look like. I thought I would be able to just find something online that incorporated everything I need. But it's not really working out. So what I would like is to find someone that is a skilled tradespersom who can design (with interaction with me) a fairly large and ornate shelving unit. I am happy to pay $500 for the service of designing & building / installing it plus 10% of the cost of the end solution (so if the components required come out to $2500, I would be paying $250 plus $500).
