ELMHURST, IL — Eight years ago, Scott Levin, then Elmhurst's acting mayor, swore in his successor, Steve Morley, into the position. On Monday, Morley repaid the favor, administering the oath of office to Levin, 66. It was during a ceremony that included a police and fire honor guard. In the April 6 election, Levin, a Ward 5 alderman, took 41 percent of the vote, followed by Ward 3 Alderman Michael Bram with 34 percent and Ward 7 Alderman Mark Mulliner with 25 percent. Morley did not seek a third term. At the meeting, two new aldermen were sworn in — Chris Jensen in Ward 3 and Emily Bastedo in Ward 6. They replaced Ward 3's Bram and Ward 6's Jim Kennedy, both of whom did not seek new terms on the City Council. After the formalities, the session only lasted 20 minutes. The city had already delayed consideration of the issue over whether to grant a permit for a controversial sober home on the north side. The council is expected to take up that matter in two weeks. Both of Ward 4's aldermen, Noel Talluto and Brian Cahill, were absent. Levin's Ward 5 seat is vacant. He has not revealed how he plans to fill the post. In December 2012, Levin was appointed acting mayor when then-Mayor Pete DiCianni stepped down after winning a seat on the DuPage County Board. In the last year, three new aldermen were appointed and kept their seats in the election, while two new ones were elected. With Levin's Ward 5 appointment, six of the 14 council members will have changed within about a year's time.
