Can't open my Miter Saw

Just bought a used Craftsman Miter Saw second hand and I made the mistake of not testing it out thoroughly before I bought it. Everything seems to work except I cannot raise the handle so that I am able to place a piece of wood down and cut it. I don't know if its rusted out somewhere and I just can't see it. If you're skilled at repairing tools, hit me up. I will be around today but this post will probably not be around after today.
