The proposal is a nonproject, legislative action to amend the City's Shoreline Master Program. The amendment includes adding public art as an allowed use within the vegetation conservation strip of certain shoreline designations and critical area buffers. The allowance would be relative to publicly owned parcels and public right-of-way only and proposals would be subject to minimum no net loss standards and mitigation criteria as prescribed by the Shoreline Master Program.
