3 week old kitten!! PLEASE HELP!

Someone put a tiny baby kitten in my doghouse outside on my patio and now I am stuck with this baby kitten that I don't know what to do with. I actually have kittens but they are older and the mama kitty doesn't want any part of it!! I tried kitten formula and a kitten bottle but no dice! I tried wetting the butt with a towel and it won't use the restroom either so I have no clue what to do if someone knows what they are doing and has experience can someone please come get the kitten and help it please!!!!???
