Topps, 43, was charged with unlawful possession of a controlled substance, assault and disorderly conduct. According to an arrest summary, Topps was subject to an emergency firearms restraining order for being in violation of his revoked FOID card. Here is information from other recent police reports: Carlos Alvarado, 24, of Oak Lawn, was cited about 7:30 p.m. April 16 in the 1000 block of 55th Street on charges of driving with a suspended license and speeding.
