I was following a burgundy color car on east water street by Kennedy valve around 2pm Tuesday and noticed a bag hanging out of the bottom of the passenger door (it was closed in the door). Passenger open then closed the door letting the bag fall to the shoulder on the bridge by Kennedy valve Hubby and I picked it up Describe contents for return
