I need a little bit of landscaping for front yard

I have a flower bed with 4 dead bushes that I’d like rose bushes planted on. I need red lava rock removed and the soil made ready for the bushes to be successful. Also may have another plant next to those bed that is dead and replaced as well. I also need lava rock removed from two small tree beds and another small plant area. Also may need help addressing a bad weed problem and bad grass in front yard. Need someone with expertise and know how to make my front yard successful. Need someone to come out this morning or early afternoon. Thanks. Please provide your best price and expertise level.
