3 rows of cement blocks to be added to block wall

Need a few rows of cement blocks added to existing cement block backyard wall. 3 walls. There are 8 rows of blocks now. The house is next to an alley. The wall is now @6ft, I want it taller, as far as allowed. For safety and privacy and noise reduction. I see some yards, that have these very high cement block walls. The photo shows portion of the wall, it is straight. The photo's taken at an odd angle. South Phila.
