Window repair needed!!

Hey there, We're currently looking for two quotes on repairing some windows in our Oakland home. The house is on the older side and has a Victorian style interior. The first set of windows are sticking when pushed up to open or down to close. In one circumstance, one was stuck open until brute force got it back down again, only with a metal wire now hanging out. The second set of windows we need a quote on is for another room that faces International Blvd. With this window there's a few cracked panes, both rollers that open & close the windows are completely stripped, and lastly there might be some wood deteriorating as you'll see in the pics (though the cracked panes and rollers are more the priority).
